With a scholarship, Zhang Yipeng (Andy Lau) gets the opportunity to study in France. After completing his studies and returning to China, he is appointed as the chief commissioner of the anti-opium campaign in Shanghai. Zhang, influenced by Western culture and values, is quite idealistic. Having just arrived in Shanghai with his wife (Chen Shaoxia), he embarks on a series of actions, unaware of the differences in national conditions between China and Western countries, where there is a lack of a sound legal system and social order.
