The flood caused by the heavy rain has turned the town into a vast ocean, with the police urging every family to evacuate to safety. Armored car driver Tom (Christian Slater) and Charlie arrive at the bank in the rain to withdraw three million dollars in cash for the branch closure. Soon, their armored vehicle gets stuck in a collapse on a desolate road, prompting them to signal for help from the National Guard. However, the signal is intercepted by Jim (Morgan Freeman) and three others who are already prepared. Jim and his accomplices violently rob them, Charlie is killed, and Tom escapes alone, pursued relentlessly by Jim. During his frantic escape, Tom encounters a woman named Karen, who stays in town to protect the church's artworks, and finally has the chance to call the police. After detaining Tom, the police search for the cash he hid in a grave. When the flood peak arrives, it disperses the police, and with Karen's help, Tom gains his freedom. As Tom and his party prepare to escape the town, they are unfortunately intercepted by Jim, and the arrival of the police adds another element of chaos to the situation...
