In the late 1970s, Atlantic City, which has just opened its casino industry, is in the midst of a transition between old and new eras. Sally works as a waitress at a legitimate casino and is learning how to be a dealer from a Frenchman, hoping to make a fortune in Las Vegas one day. Bachelor, who lives in the same apartment as Sally, is now the lover and caretaker of an old widow named Grace, and has secretly been in love with Sally. David has met Bachelor and used him to sell cocaine, but is soon killed by the Mafia. When the Mafia cannot find the drugs, they come looking for Sally; Bachelor kills two mob hitmen and drives Sally away to Florida. Sally steals some of the drug money from a motel and heads to Las Vegas to chase her dreams, and although Bachelor knows, he does not stop her. Bachelor calls Grace and identifies himself as the murderer wanted by the police, then returns to Atlantic City. The two sell the remaining drugs, taking a pleasant stroll along the boardwalk, with the rapidly changing Atlantic City behind them.
