The film is based on the entrepreneurial story of the renowned screenwriter Ma Quanlai from the 1970s and 1980s in Qianmen's Big Bowl Tea. It tells the story of Yin Shengxi (played as Li Shengqi in the film), a street official and communist party member during the early stages of reform and opening up, who leads a group of unemployed young people returning to the city to start their own careers from the humble beginnings of two cents a bowl of Big Bowl Tea. They endure hardships and overcome difficulties to change their outlook, becoming exemplary representatives of the reform and opening-up period. The film showcases the development and changes in Beijing city since the reform and opening up, as well as the transformation of people's thoughts and ideas.
