Yamamoto (played by Takeshi Kitano), who has failed in a gang war, is left with no choice but to seek out his brother Ah Jian (played by Makoto Jūnin) in Los Angeles, USA. In a strange city where he cannot communicate, Yamamoto finds his brother, but he has become a drug dealer with no direction in life. Inevitably, they become entangled in gang rivalries and power struggles. With his ruthless nature and calm decisiveness, along with his loyal subordinate Kato (played by Shinobu Terajima) and African American Danny (played by Omar Epps), Yamamoto wipes out the Mexican drug cartel, expands his territory, challenges other gangs, and persuades a major gang leader, Shira (played by Masaya Kato), to join him willingly. However, the mafia has already set its sights on them, and a bloody battle is inevitable.
