Drug lord Han Shan (played by Wang Wei) and Qi Ren (played by Liu Zhaoming) agree to conduct a drug deal at the Qinglong Water Park. The police, having received a tip-off, lie in wait. If the operation is successful, they will be able to take down the leaders of the two major gangs. However, at this critical moment, mysterious figures Qi Yue (played by Lu Liangwei) and Qin Bing (played by Li Saifeng) appear, leading to the exposure of the police's plan and the failure of the operation. Han Shan believes Qi Ren leaked the information and kills him, which makes Qi Yue vow to avenge his father. Zhao Cheng (played by Wu Zhenyu), originally Han Shan's subordinate, harbors treasonous ambitions and forces Han Shan to step down. Hu Jian and Yan Hu (played by Chen Huimin) remain loyal and protect their boss, but both meet a tragic end. Before dying, Yan Hu reveals information about the organization to the police, who dispatch the capable officer Tang Feng (played by Hu Huizhong) in an attempt to dismantle Zhao Cheng's criminal empire.
