There exists a special department within the Korean police system— the Surveillance Team, composed of a group of unassuming agents with exceptional analytical skills and tracking techniques. Under the command of team leader Hwang Sang-jong (played by Hyun Bin), the Surveillance Team repeatedly captures cunning criminals and brings them to justice. One day, passionate officer Ha Yoon-joo (played by Han Hyo-joo) passes the extremely rigorous test of Team Leader Hwang with outstanding results, becoming a member of the Surveillance Team, code-named "Flower Pig."
