The Chinese martial arts team performs in San Francisco, where martial arts champion Li Guonan (played by Jet Li) receives thunderous applause, and the audience member Ayou (played by Stephen Chow) is greatly impressed. Martial arts team member Wang Wei (played by Danny Lee) feels increasingly disheartened by his age and bleak future. As the martial arts team boards the plane back to China, Wang Wei decides to stay in America. Guonan tries to persuade him to return, but ends up being stranded in the U.S. himself. When Wang Wei escapes from the airport, he attacks a police officer, leading to Guonan’s arrest and the threat of imprisonment. Introduced by a relative, A-Ping, Wang Wei joins a gang led by the Chinese mobster Ma Ke, while Guonan seizes an opportunity to escape when a police car has an accident. Guonan attempts to inquire about Wang Wei's whereabouts from A-Ping, but the latter dies in a gang feud, leaving A-Ping’s sister A-Ling (played by Lizhi) without support after coming from Vietnam to America. Wang Wei rises in the gang and becomes independent, while A-Ling becomes Ma Ke's lover to survive. Meanwhile, Guonan lodges at Ayou's small shop, seeking to make a living and find a way back home. Wang Wei's drugs are picked up by Ayou during a melee, reuniting the fates of these lost Chinese individuals in a foreign land...
