In July 1938, the Central Committee of the Communist Party of China appointed Xiao Hua as commander and political commissar to form the Eastward Anti-Japanese Advance Corps and establish a base in the Ji-Lu border area. This region, known for its abundant resources and convenient transportation, had long been a strategic location contested by military forces. At this time, it was plagued by bandits, with various armed forces from the Nationalists, Communists, Japanese, puppet regimes, and collaborators engaged in open and covert struggles. With his keen political insight and unique wisdom, Xiao Hua integrated our military units and recruited irregular armed forces. He led his troops to launch a surprise attack on the Japanese army stronghold at Dengming Temple, persuading the indecisive Nationalist county magistrate Mou Yizhi to side with the Eighth Route Army, thus solidifying our military presence in the area. Subsequently, facing a joint encirclement by the Japanese, puppet, and collaborationist troops, he unexpectedly attacked Dengming Temple again, uniting the collaborationist leader Gao Shuxun to become an ally of our army. As the situation evolved and the needs of war arose, Xiao Hua ultimately led his troops to capture Dengming Temple, establishing the famous Anti-Japanese base in the Ji-Lu border area.
