The Chinese ambassador to the United Nations dies unexpectedly, and agent Shaw (Wesley Snipes) is the lead investigator on the case. During his investigation, Shaw is shocked to discover that the ambassador's death is a meticulously planned murder, and behind this murder, there is a terrorist organization with an evil plan to attack the United Nations. Just as Shaw decides to uncover the truth based on the clues he has found, he is stunned to find himself targeted by the police, and the crime he has been falsely accused of is the murder of the UN ambassador.
