In 1961, China's national economy was in a state of severe difficulty, and the Central Committee of the Communist Party drafted the "Regulations on People's Commune Work (Draft)" (referred to as "60 Articles"). On April 1, Chairman Liu Shaoqi returned to his hometown in Hunan to investigate rural work. When he saw pairs of hungry eyes and mouths devouring food, he began to doubt whether the "60 Articles" matched the realities of rural life.
