After the terrorist attacks on the World Trade Center and the Pentagon in 2001, Congress appointed lawyer and noted mediator Kenneth Feinberg (played by Michael Keaton) to lead the 911 Victim Compensation Fund. Feinberg and his company’s operations manager Camille Biros (played by Amy Ryan) were tasked with allocating financial compensation for the victims of this tragedy, facing an impossible task: determining the value of a life to assist those families with immeasurable losses. When Feinberg clashes with community organizer Charles Wolf (played by Stanley Tucci), who has lost his wife, his initial cynicism transforms into empathy as he begins to grasp the true cost of this tragedy to humanity.
