Zatoichi, caught for illegal gambling, was asked by the yakuza Shimako, who had been sentenced to death for a crime he did not commit, to seek out his brother-in-arms, the black horse Senpachi or the rough sea boss Jubei, to prove his innocence. The next morning, after leaving prison, Zatoichi met with the young yakuza Hyottaro, but after Zatoichi, who had a deep connection to the paddy fields, became angry at the lavish treatment he received and parted ways with Hyottaro. A few days later, at a lodging in Oarai, Zatoichi found Senpachi and told him about Shimako's situation, asking for his cooperation. Senpachi initially agreed, but that night, Zatoichi was ambushed in his sleep by the Black Horse family. Using his signature Iaido technique, Zatoichi fought off the assassins, confronted Senpachi, and learned that it was the rough sea boss Jubei who had bribed the officials and framed Shimako. He also rescued the alluring woman Omoe, who had been confined by the Black Horse family. Afterward, Omoe became infatuated with Zatoichi and would not leave his side. A few more days passed, and despite being troubled by the fake Zatoichi played by Hyottaro, Zatoichi hurried to Jubei, concerned for Shimako's well-being. Meanwhile, Shimako’s daughter Ochi, desperately trying to save her father, pleaded with Jubei. However, Jubei, taking advantage of Ochi’s vulnerable state, attempted to take advantage of her. Just in the nick of time, Zatoichi arrived and used his deadly backhand cut to defeat Jubei's henchmen, forcing Jubei to write a document proving Shimako's innocence. There, Zatoichi learned from Ochi that Hyottaro was actually Shimako's son. Zatoichi promptly delivered Jubei's document to Shimako, who was being taken to the execution site. Afterseeing Shimako tearfully overjoyed at proving his innocence, Zatoichi's solitary figure disappeared into the sand dunes of Kashimanada, followed desperately by Omoe...
