The blind swordsman Zatōichi (played by Katsu Shintaro) arrives in Shimotsuke's Nakaniida during a festival, coinciding with the local gangster second-in-command Sōki (played by Narita Junichiro) preparing to claim his title. Sōki seizes the opportunity to invite various heads to participate in the flower banquet. During this time, Yagiri Tōkurō (played by Abe Toshio) harbors a grudge against Ichi and offers a bounty of ten ryo for his life, but Sōki stops him at a critical moment. Sōki has a feminine personality and is in love with Torikura's daughter (played by Takada Miwa), who runs the inn Obataya. However, Torikura intends to reclaim his territory from Nakaniida and secretly colludes with Tōkurō and the ronin Tenkura Gajirō (played by Kitajo Jutaro), planning to turn Nakaniida upside down.
