"Zatoichi" mistakenly killed a man named "Kizō" three years ago. When he comes to Banakawa Village in the Upper Province, he wishes to pay his respects at Kizō's grave. Banakawa Village has suffered poor harvests for three consecutive years and is unable to pay the annual tribute. After much effort, the villagers manage to gather three thousand ryo for the tribute, but they encounter mysterious robbers, and the three thousand ryo go missing... Kizō's sister, "Chiyo," seeks revenge against "Ichi" and tells the villagers that "Ichi" is the prime suspect. Additionally, the local gang "Kokutei Chūji" is currently on the run, and the villagers suspect it might have been them.
