Synopsis: The governor of Shuntong Prefecture, Qi Shaocheng, is wrongfully imprisoned. The chief constable Lu Yuanhe, who carries out the orders, is actually a sworn brother of Qi Shaocheng, but under the orders of Lord Cao Qianyu, he cannot defy them despite their brotherly bond. Qi Shaocheng, known for his integrity and uprightness, has a good reputation. After being imprisoned, a heroic figure disregards the exhaustion of his journey and sends a horse rider with a letter to request that Inspector Tie Feihua come from the capital to seek justice, clear his name, and eliminate the treacherous. The issues surrounding Qi Shaocheng stem from the mysterious disappearance of a million taels of silver from the treasury. Tie Feihua comes across Qi Shaocheng's official plaque and decides to request the imperial sword to march to Shuntong Prefecture. The news reaches Qi Sheng, who rushes to the jail only to discover his father has hanged himself, leaving behind a cryptic letter: "The moon sets, the crow caws, whose integrity is left unblemished, at Laoshan Temple, with a bamboo heart." Qi Shaocheng's troubles are linked to the missing treasury silver, and the letter naturally connects to it. Amidst pressure from the West Factory, Tie Feihua secretly investigates despite not being able to control local officials and troops. He employs a "self-inflicted injury strategy," sending everyone in the Qi residence suspected of involvement to jail, and then arranges for Liu Er to initiate a prison break, hoping to expose the scheming Cao Qianyu. Qi Sheng's prison break succeeds, leaving Cao Qianyu on edge. Knowing that Qi Sheng has a master, Jiang Yixiong, the leader of the Cao Gang, they realize that if Jiang intervenes or deciphers the letter, the “hidden” million taels of silver could cause even greater trouble. Thus, Cao Qianyu sends assassins after them, but they are always saved by a masked expert. With Xiao Yue's help, Qi Sheng finds the Cao Gang, sparking their greed for the treasury silver.
