In the 45th year of the Meiji era, New Japan entered an era of rapid development. Industrialist Eichi Shizawa (played by Katsu Shintaro) invites onmyoji (a practitioner of Japanese esoteric cosmology) Hiramatsu Yasumasa (played by Hira Kanjuro) and physicist Terada Torahiko (played by Terauchi Ken) to appease the vengeful spirit of Taira no Masakado, who was killed in a rebellion. They aim to utilize this spiritual power to promote the "Tokyo Reconstruction Plan," attempting to establish a fully militarized imperial capital. However, the mysterious magician Yoshiken (played by Shimada Kyusaku) disrupts Shizawa's plans; he attempts to awaken the vengeful spirit of Masakado to destroy Tokyo. To achieve his goal, Kato finds Masakado's descendant—a beautiful girl named Tamami Yukari (played by Sugihara Haruka)—to act as a medium. A time of ominous winds and dark clouds descends, and Tokyo is on the brink of disaster. To protect the capital, actions unfold from military personnel and politicians to writers and literary figures... This film is adapted from the first four volumes of Hiroshi Aramata's novel of the same name.
