As local counties work to attract tourists and enhance their regional profiles, Kochi Prefecture, which ranks last in national fiscal revenue, can no longer sit back and do nothing, leading to the establishment of the County Hall Reception Division. As a member of this division, Fuyuki Kakezu (played by Ryo Nishikido) is full of enthusiasm alongside his colleagues, but seems to be completely at a loss. Under the guidance of the sightseeing ambassador, writer Jimon Josuke (played by Kengo Kora), the division first recruits the young and beautiful contract employee Taki Akiyama (played by Maki Horikita) as Kakezu's assistant, and then brings in the retired employee Kiyoharu Kazumasa (played by Eiichiro Funakoshi), who had been wrongly sidelined by the county government due to the "Panda Introduction Theory." With Kakezu and Akiyama's passionate and sincere efforts, Kochi's tourism plans have been effectively advanced. Meanwhile, the bonds between this group of hometown-loving individuals are gradually drawing closer... This film is adapted from the original work of the same name by Hiroshi Arikawa, the author of "Library War."
