Vietnamese youth Nguyen Quoc Phi became a "runaway migrant worker" in order to repay his debts. He worked diligently with the hope of returning home, but unexpectedly in 2017, he was reported for car theft by the riverside and was shot nine times by the police, ultimately leading to his death. Public opinion supports police enforcement, yet leaves behind a series of mysteries: why did the police shoot the naked migrant worker nine times? What compelled him to become a runaway migrant worker? Footage of the arrest, family interviews, and related reports intertwine, gradually revealing the hidden accomplice structure.
