On December 10, 1968, a suspect impersonating a police officer falsely claimed that a cash transport vehicle was rigged with explosives, and subsequently made off with the cash-loaded vehicle. Over the next 15 years, the Japanese police mobilized 120,000 personnel and spent three times the amount stolen in pursuit of the suspect, yet they had no success. Just after the statute of limitations expired, the American insurance company responsible for the case was furious and promptly dispatched its experienced Japanese investigator, Hidetaka Takeda (Masakazu Tamura), to Japan to track down the suspect.
