The film mainly tells the story of Little Whirlwind Chai Jin, who, along with his daughter Liang Huiying, lives in hiding at the foot of Liangshan but is recognized by the bandit Yang Xiao. Yang Xiao partners with County Magistrate Tang to obtain the treasure, but ultimately for their own interests, Yang Xiao kills Tang.
