The story takes place in the chaotic streets of Hong Kong. Diao Er (Zhao Xiong) is confident in his judo skills learned from Japan and causes trouble after returning home. One day, he goes to the Zhongyi Martial Arts School to provoke, and all the disciples challenge him, but none can match him. Unable to tolerate any longer, the school master Li Zhonghai (Fang Mian) leads his students to team up and injure him, driving him out of the school.
