The unlucky yet dream-filled man Darren Barrenman (played by Chris Pine), who aspires to be a philosopher, spends his days managing a pool in the Tahiti Totem apartment complex in Los Angeles and uninvitedly attending city council meetings with his two neighbors, Jack and Diane (played by DeVito and Bening). Soon, Barrenman discovers that Los Angeles is facing the largest water heist since "Chinatown." In response, he forms an unstable partnership with a conniving femme fatale and deals with corrupt municipal officials, disillusioned Hollywood cynics, and mysterious donors to follow every lead he holds—under the banner of "protecting my precious Los Angeles."
