College student An Li uses her summer vacation to investigate ancient tombs but is tricked by the human trafficker Gao Shiying and sold to middle-aged fisherman Fu Zhu. On the dilapidated fishing boat, An Li, with tears on her face, begs Fu Zhu's wife to let her go back. Although sympathetic, the woman pleads with her to stay, thinking of the 7,000 yuan she has earned with great effort. Fu Zhu wants to force himself on her but cannot bear to see the humiliating tears streaming down An Li's face. He tells her to think about it. Suddenly, An Li goes missing, and the police investigation reveals that a gang led by Gao Shiying is behind the kidnapping of women. The director instructs officers including Ya Hong and Xiao Jie to quickly capture the criminals. While executing a mission at the station square, Ya Hong learns about Gao Shiying's activities from a petty thief she apprehends. That night, Ya Hong and Xiao Jie disguise themselves as rural women seeking work, and Gao Shiying has his accomplices introduce Xiao Jie for a restaurant job. In a secluded alley, the cunning Gao Shiying notices that Ya Hong is tailing them and instructs his accomplices to assault them. The police arrive in time to rescue them. One day, Gao Shiying and his thugs ambush Ya Hong and her fiancé, Xiao Pang, as they are returning home, knocking Xiao Pang to the ground. Ya Hong is devastated. Gao Shiying is identified by Ya Hong, who is closely monitoring him in a café. He escapes into a building, taking a woman named Lina hostage. To protect the hostage and the safety of residents, the director signals everyone to retreat while ordering the blockade of all entrances. Ya Hong leads the police in rescuing three young women held captive by Gao Shiying in courtyard number 29. An Li finally returns to her parents. Looking at the poor girl with vacant eyes, the director orders a severe crackdown on Gao Shiying. At the dock, Gao Shiying holds the power switch threatening the safety of hundreds of passengers. At a critical moment, Ya Hong negotiates with Gao Shiying alone. Lina takes advantage of Gao Shiying's inattention to spray him in the face with alcohol, prompting Ya Hong to draw her gun and shoot, finally bringing Gao Shiying to a disgraceful end.
