In the 1960s, Hong Kong was a chaotic mix of good and bad. The Royal Police under British rule was excessively greedy, even colluding with the underworld to exploit the public. Young Inspector Lee Rock (played by Andy Lau) is ambitious and carefully navigates between the British and his Chinese superiors, seizing every opportunity to climb the ladder of power. During a violent clash, he notices the bold and ruthless Wu Shih-Hao (played by Donnie Yen). Wu, hailing from Southeast Asia, values brotherhood and is willing to fight for his friends. With his determination, he carves out a place for himself in the underworld while rising to fame with Lee Rock's mutual support.
