In a certain year of the Qing Dynasty, the barefoot kid Guan Fengyao (played by Aaron Kwok) enters the provincial city alone, penniless, relying solely on his martial arts skills and his father's old friend Duan Qingyun (played by Ti Lung) from the dyeing factory "Four Seasons Weaving." The situation in the provincial city is quite unstable, as the master of Tianlongfang, Ka Hebu (played by Zheng Jiang), dominates the area due to his banner man status, using a ring for selecting family retainers and thugs, which is bustling with activity. The newly appointed county magistrate Yuan Tianyou (played by Zhang Zhaohui) and a teacher (played by Qin Pei) want to eliminate Ka Hebu but are powerless due to their unstable position.
