The film describes the coming-of-age story of a young gangster named Little Fish (played by Kai Zhengdong) as he faces choices between love and career. Little Fish possesses strong willpower and determination, aspiring to become a powerful crocodile. At the age of 17, he strayed onto the wrong path due to a moment of loyalty, but later realized his mistakes and vowed to turn his life around. He finds his former boss, Director Liu (played by Li Kangsheng), who now serves as the director of a councilor's office, and asks for a chance to start over. During this process, Little Fish is tasked by Director Liu to handle the agricultural water source issues of young farmer Chen Zhiping (played by Li Xinjie).
