The movie begins in France, where the villain and the prince of the aerial city (voiced by Junichi Suwabe) are on an airship with a baby. Sky pirates infiltrate the airship to kidnap the baby, and Lupin III emerges mid-escape to seize the treasure. The young sky pirate Yutika (voiced by Yui Ishikawa) fails to stop them and ends up being assaulted, feeling humiliated; in a fit of rage, she slaps Lupin, causing him to fall from the airship into the Seine River... Lupin makes his way back to the hideout with the baby and a crystal that indicates the location of the sky tribe's treasure. Upon discovering the baby in his bag, Lupin and Daisuke Jigen, two grown men, are faced with a nightmare. After all, theft is their job, and the two of them end up committing several more heists with the baby in tow until Inspector Koichi Zenigata follows Lupin's trail to Rome. Due to his connection with Lupin, the villain and the prince call Zenigata to retrieve the baby. On the other hand, it turns out that the villain's secretary is Fujiko Mine. During a heist, Lupin and Jigen are chased by an old uncle and escape into the Colosseum of ancient Rome. Yutika seizes the opportunity to retrieve the baby and escape back to the base, but Lupin follows her. To their surprise, there is a traitor among the sky pirates, and in the end, the tribe leader (voiced by Takayuki Sugō) detonates the base for a mutual destruction, allowing Lupin, Jigen, and the baby to escape with the heroine...
