This animated short film is a puppet animation, with music featuring Peking Opera accompaniment. The story revolves around the Liangshan hero, the Black Whirlwind Li Kui, who wields two battle axes and specializes in dealing with greedy officials and shameless villains. It recounts an encounter Li Kui has while descending the mountain. On the mountainside, Li Kui meets a robber who blocks his path and demands a toll, claiming to be Li Kui himself. After a few quick strikes, Li Kui knocks the robber down, revealing his true identity as Li Gui. Lacking any real ability but wanting to support his ninety-year-old mother at home, he resorts to this dishonest method. Li Kui, moved by compassion, spares him and gives him a gold ingot, urging him to engage in honest business. What Li Kui doesn't know is that Li Gui is actually a shameless villain, who along with his wife, operates an illegal money-making scheme from different sides of the mountain, and his story about caring for his elderly mother is merely a lie to save his own skin.
