Car salesman Lee Jung-soo (played by Ha Jung-woo) is on his way to his daughter's birthday party after finishing work when he suddenly experiences a massive earthquake while passing through the newly opened Hae Tu Tunnel, leading to thirty-five days of utmost isolation and helplessness. In that moment, the only thing he can do is call 119 for help. The news of the tunnel collapse garners nationwide attention, attracting not only rescue teams but also a slew of bloodthirsty media eager for a scoop, along with officials looking to capitalize on the situation for political gain. Rescue team leader Kim Dae-kyung (played by Oh Dal-soo) must devise a rescue plan while managing on-site reporters and reporting to attention-seeking officials, all while inclement weather complicates rescue efforts. Just as the operation begins to dig out the victims, it is discovered that the tunnel is a shoddy construction project. A series of setbacks obliterates any hope, and worse still, the accidental death of the rescue team leader and the exorbitant costs incurred prompt public outcry, forcing Lee Jung-soo's helpless wife, Shi-hyun (played by Bae Doona), to sign a consent form to abandon the rescue efforts. That day, it was not just the tunnel that collapsed, but the image of modern society that erupted into scandal.
