In July 1938, the Central Committee of the Communist Party of China appointed Xiao Hua as the commander and political commissar, forming the Eastward Anti-Japanese Advance Corps to arrive in the Hebei-Shandong border region to establish a base. This area, rich in resources and with convenient transportation, has historically been a strategic point of contention. At this time, it was plagued by banditry, with multiple armed forces from the Nationalists, Communists, Japanese, puppet regimes, and warlords engaged in both open and covert conflicts. With his keen political insight and unique wisdom, Xiao Hua integrated our military forces and incorporated various unorganized armed groups. He led a surprise attack on the Japanese military garrison at Dengming Temple, prompting the previously wavering Nationalist county chief, Mu Yizhi, to side with the Eighth Route Army, allowing our forces to establish a foothold in the area. Subsequently, faced with the joint encirclement by Japanese, puppet, and warlord forces, he launched another surprise attack on Dengming Temple, uniting the warlord general Gao Shuxun to become an ally of our army. As the situation developed and the needs of war arose, Xiao Hua ultimately led his troops to conquer Dengming Temple, creating the famous Anti-Japanese base in the Hebei-Shandong border.
