In the 1960s, American influence began to penetrate Asia, leading to a top-secret government program—the Universal Soldier program. Through methods like drug injections, soldiers were transformed into cold-blooded, ruthless, and powerful super-soldiers. As technology improved, under the leadership of Dr. Robert Colin, the White Tower project was initiated, successfully creating a more perfect generation of second-generation super soldiers. However, after an unexpected incident, 12 second-generation soldiers escaped, and Dr. Colin, accused of treason, was expelled to Eastern Europe. Shortly thereafter, the Universal Soldiers took over Chernobyl, and the U.S. military decided to send four surviving first-generation soldiers to combat these dangerous monsters, but they were all ruthlessly slaughtered. In a desperate situation, the military had no choice but to send the fifth first-generation soldier, Luc Deveraux (played by Jean-Claude Van Damme), to confront the formidable opponent Andrew Scott (played by Dolph Lundgren)…
