Harry (played by Clint Eastwood) is a veteran police officer in San Francisco, who is often handed difficult cases by the police department. To solve these cases, he is willing to use illegal methods, which earns him the nickname "Dirty Harry." A random shooting spree occurs in San Francisco, and as the first victim falls, the killer leaves a threatening letter demanding $100,000 in cash; otherwise, he will kill a civilian every two hours. As the number of victims rises, the incompetent government decides to compromise with the killer, but Harry cannot accept such a deal. He takes matters into his own hands and apprehends the killer, leading to the death of a hostage. To his surprise, the killer escapes justice due to a mental illness, and subsequently escalates his actions by hijacking a school bus full of children. This time, the furious Harry can no longer tolerate it; he confronts the killer and, in the final moment, fires the bullet that represents justice.
