The movie tells the story of Officer Shackley (Clint Eastwood), an honest yet underappreciated officer. He takes on an important case, needing to escort key witness Morley to Phoenix to testify in a drug case. However, on their way back to Phoenix, they are ambushed and discover that the police force in Phoenix is colluding with a criminal gang, intent on killing them to eliminate the witness. Shackley is outraged by this evil behavior and decides to return to Phoenix with Morley to seek revenge. To draw the enemy's attention, they deliberately reveal their route to them. The two drive a bus filled with tin, bravely heading into Phoenix. Hundreds of police are ordered to intercept them, and their vehicle suffers a barrage of hits, becoming battered and broken. In a desperate situation, Shackley and Morley embrace tightly as they exit the vehicle, at which point the corrupt police chief orders the officers to shoot at them. However, faced with the righteousness of Shackley and Morley, no one follows his orders. Ultimately, justice triumphs over evil, and the corrupt police chief is killed by Morley's gun.
