In late Qing Dynasty Hong Kong, the area known as "The Three Rings" — comprising Upper, Central, and Western Districts — saw collusion between the local underbosses and the Western District bully, Gou Xin Hu, resulting in a chaotic environment. Officer Ma Ru Long (Jackie Chan), upon receiving orders to take over the Western District, quickly arrests Gou Xin Hu, inciting the wrath of the "Three Rings." At that time, revolutionary fervor surged in mainland China, with revolutionaries spreading their message in Hong Kong and planning to rescue their arrested comrades. To capture all the revolutionaries, the Qing court sends secret agents to contact the "Three Rings."
