In the early 20th century, rampant pirates in Hong Kong frequently hijacked merchant ships. Considering that this would diminish the investment confidence of merchants from various countries and could jeopardize Hong Kong's status as an international trading center, the authorities reorganized the navy and established a special police unit responsible for maritime security. Captain Ma Rulong (Jackie Chan) was framed while performing official duties and angrily resigned. Pirate leader Luo Sanpao (Dicky Cheung) kidnapped the families of officials as hostages, prompting the authorities to decide to use insider Zhou Yongling to mediate. Knowing in advance that Zhou Yongling was colluding with the pirates, Ma Rulong volunteered to rescue the hostages. He restructured the navy and formulated Plan A, hoping to work with his superior Hong Tianci (Yuan Biao) and good friend Zhuo Yifei (Sammo Hung) to capture the pirates in one fell swoop.
