Miami, a city in the southern United States, has long been a "blooming" breeding ground for drug crimes. The FBI has never relaxed its surveillance of this region. An undercover officer was brutally murdered during a drug deal, prompting superiors to instruct Sonny (Colin Farrell) and Ricardo (Jamie Foxx) to pose as drug dealers and contact their leader, Montoya (Luis Tosar), to uncover the truth. During the undercover operation, the flamboyant James inadvertently becomes involved in a passionate affair with the seductive banker Isabella (Gong Li). However, this Asian woman is actually a key figure behind the local drug smuggling ring and Montoya's woman. Montoya's business representative, Zito, does not trust Sonny and Ricardo, sensing that something is off. He becomes cautious of them and kidnaps Ricardo's girlfriend, placing the unwelcome visitors in mortal danger.
