The East and West are in a peculiar standoff. Some within the KGB, for their personal gain, have concocted a series of conspiracies. Firstly, Koskov pretends to "defect" to the West and reveals that the KGB is preparing a plan called "Operation Measure" aimed at eliminating 00 agents. 007 suspects his motives, stages an assassination attempt, and uncovers that Koskov is involved with arms dealers who are using funds from arms purchases to smuggle drugs. With support from anti-government forces, 007 ultimately destroys the drugs, and Koskov's plan is completely foiled.
