Familiar folk hero stories. Bao Zheng (Jing Miao) is strict and impartial, offending Master Pang, and is attacked by the Xiang brothers but is saved by Zhan Zhao (Zhang Yi); Zhan is later honored with the title "Imperial Cat" for rescuing Princess Yong'an; little did they know this provoked the dissatisfaction of the "Five Rats" from the Illusory Island, leading to a ruckus in Tokyo by "Golden Mane Rat" Bai Yutang (Qiao Zhuang) and the four other rats—Han Zhang, Xu Qing, and Jiang Ping—who stole a crystal incense burner; at this moment, Hua Chong (Luo Lie) secretly entered the palace to viciously murder a palace maid! A homicide occurs in the palace, and Emperor Renzong gives Bao Zheng ten days to solve the case. Zhan Zhao confronts the Five Rats directly, engaging in fierce battles!
