In the 1930s old Shanghai, various forces are intertwined and complex. A young man from the countryside, Xiao Hu (Yuan Biao), arrives in Shanghai to find his older brother Da Hu (Lin Zi Xiang), who is a Colonel in the British Concession. However, on the very night he arrives, he encounters a gunfight as both sides engage in a fierce battle over a huge overseas donation, resulting in numerous casualties. With the help of newly made friends from a circus, Xiao Hu successfully finds his brother. Da Hu is upright and detests evil, but in such chaotic times, his power is limited.
