It tells the story of a video footage related to a murder case among prosecutors in South Korea, dubbed "Top Secret Files," which contains evidence of extreme violence and brutality that is prohibited from leaking. After the producer Kim Soo-chan learns about the rumors that the tapes are sealed in the basement storage room of the prosecutor's office, he unexpectedly acquires the relevant tapes and decides to produce a documentary based on them. In the process, he discovers a remarkable similarity between the recorded 1992 Dongseong-dong motel murder case and the 1987 Euljiro murder case. What is the truth?
