In a city in Jiangnan, the skilled and carefree Wang Xiaotian sees the streets filled with refugees from the Northeast. At a banquet, Wang, outraged by the odds, intervenes to assist the leader of a gang, Tang Zhenhai. After several twists and turns, Tang decides to pass the gang leadership to Wang, urging him to start a business, and promises to marry off his daughter to him. Soon, the Japanese arrive, committing heinous acts of murder and arson. Wang finds himself attacked by the Japanese several times, his subordinates are killed, and his wife tragically dies due to their actions. Ultimately, Wang and his brothers from the company join the wave of resistance against the Japanese.
