In the late Warring States period, the seven heroes of Yan, Zhao, Chu, Han, Wei, Qi, and Qin emerged, with the Qin state being the most powerful, eager to conquer the six states and unify the world. As a result, the King of Qin (Chen Daoming) became a great enemy of the six states, and various assassination stories targeting Qin continued to unfold. Among them, the Zhao assassins, Cang Jian (Tony Leung), Fei Xue (Maggie Cheung), Ru Yue (Zhang Ziyi), and Chang Kong (Donnie Yen), were renowned for their superb swordsmanship, causing the Qin King to lose sleep for ten years. One day, upon hearing that Chang Kong had been killed by a Qin swordsman named Nameless (Jet Li), the Qin King joyfully summoned him to the palace, but remained cautious to guard against deception. The battle of wits and courage between the Qin King and Nameless then began.
