This film is set against the backdrop of Hong Kong society in the 1960s, featuring a core group consisting of Wu Mengda (a teenage male prostitute), Zhang Min (the leader of the flying girls), and Liu Yu Cui (a morally bankrupt female student), along with a collective of flying girls including Yang Lijing, Xie Peishi, Wu Qili, and Huang Min'er. It reflects a very serious social issue of that time. The anti-flying group, led by Chen Xiaoying and Zhang Jianting, interacts with this group of flying girls. The story begins at a dance organized by a local welfare association, where Zhang Min, the leader of the flying girls selling cigarettes at a restaurant, gets into a fight with a customer and is sent to the police station.
