In the early 1970s in Hong Kong, before the establishment of the Independent Commission Against Corruption, corruption was rampant, and the people lived in hardship. Police officer Wang Yichong (played by Di Long) was upright and refused to engage in corrupt practices, leading to his ostracization by fellow officers. During a mission, Wang Yichong's subordinate Mo Sen (played by Ren Dahua) even shot him from behind, severely injuring him. Meanwhile, Governor MacLehose appointed Sir Jack Cater to investigate corruption in Hong Kong, and his assistant Ma Annie sought Wang Yichong's help. Through the investigation, Wang Yichong learned that Mo Sen shot him out of desperation, as he was coerced by circumstances. Wang then approached Mo Sen and selected a group of elite students from the police academy to begin collecting evidence against corrupt organizations, initiating the first strike against corruption in Hong Kong!
