The major crimes unit sets a trap to capture an international drug lord but is suddenly ambushed by a group of masked thugs known as "black eats black," who brutally slaughter many police officers. Inspector Zhang Chongbang (played by Donnie Yen) witnesses the murder of his comrade and, in his investigation, discovers that the leader of the thugs is actually his former friend, Qiu Gangao (played by Nicholas Tse). It turns out that Gao was once a rising star in the police force, and the person who pushed him into the abyss of crime was none other than Bang.
