Chan Kwok Hung (Jackie Chan) is part of a group of elite police officers who have solved countless cases. Azu (Daniel Wu), the son of the Commissioner, conspires with several high-ranking officials' sons (Jiang Yi, Yin Ziwei, Andy On, Ye Shanhao) to challenge the police. They rob a bank, and when the police arrive after the alarm sounds, they lead Hung and his team into a pre-designed empty warehouse. The officers fall into the carefully planned trap set by the criminals and are brutally killed, with even Hung's girlfriend Kayi's (Gigi Leung) brother unable to escape. Hung is then suspended and, out of guilt, breaks up with Kayi. While drowning his sorrows in alcohol, Hung encounters A-Feng (Nicholas Tse), who decides to impersonate a police officer to motivate Hung by claiming to be a new officer sent by the boss to ask for Hung's help in reopening the case. Hung then meets the criminals who have been tormenting him and fights against them. With the assistance of policewoman Sasa (Charmaine Sheh), he discovers that the events involving the criminals have been turned into a game and learns the reason behind the leak of information at that time.
