Wealthy French tycoon Alain (Fernando Rey) operates the world's largest heroin trafficking network, and despite numerous police attempts to capture him, he remains elusive, with undercover officers brutally murdered. Meanwhile, in New York City, detectives Doyle (Gene Hackman) and Russo (Roy Scheider) are confronting local drug dealers in a bar, unaware that Alain is planning to smuggle $32 million worth of heroin into the United States. Not long after, during a surveillance operation, Doyle and Russo quickly uncover connections between suspicious individuals and the drug network, initiating a dangerous and protracted battle of wits against the drug gang. How many schemes can this mismatched duo of Doyle and Russo devise to evade dangers, and will they ultimately take down this massive drug operation originating from France?
