CIA agent Veer (played by Jean-Claude Van Damme) and his beautiful partner Mel are pursued by a mysterious organization while on a mission to protect a confidential document. Mel sacrifices herself, and Veer is arrested. When he wakes up, Veer finds himself imprisoned on a nuclear submarine, a secluded black site established by the CIA in the deep sea, where he is labeled a traitor for betraying national secrets. Besides the torturer Agent Patrick, the submarine also holds Veer's mentor Edward, intern Kathy, and imprisoned German agent Marco (played by Dolph Lundgren). Who among them is an ally, and who is an enemy? Some are interested in the confidential document in Veer's possession, while others are more focused on escaping the deep sea to regain their freedom.
