After marrying and having children, Dong Dong (Anita Mui) leads a life of being a devoted wife and mother, but the world is not at peace. Following a nuclear explosion, the world faces a water crisis, yet a mysterious purification company controls clean water and profits immensely, even choking the lifeline of society. At this moment, a man named Chang Kong (Takeshi Kaneshiro) is thrust into the spotlight, becoming the leader of the anti-government forces behind the scenes.
